		<description><![CDATA[One needs to look at ratios, in regards to percentage of total population.  Whites do comprise a higher proportion of the population, but the numbers are not consistent with the percent of the population which they represent.  Blacks represent a far higher percentage of the crimes than they do of the population.  ]]></description>
